that contract expired and the two agencies couldn't agree on terms of another one. this past weekend was the last weekend for sheriff deputies to help out oakland. police are now turning to the c.h.p. for help. there will be a window of no help. the sheriff deputys' contract has ended, it ended over the weekend. the c.h.p. contract does not come up for the city council to consider for another two weeks. now the latest on the bombings investigation, top security officials face a grilling from lawmakers this morning over whether they overlooked warning signs flagging dead system tam dan. his brother is cooperating with investigators after being charged with using a weapon of mass destruction. the attorney asked to have two

wanted to use explosives and they have links to al qaeda in iran. the plot was disrupted before it became operational. >> los angeles people are trying to person that hacked into the flight status board at lamb with a frightening message last night. some of the boards in the international terminal carried a message that said "emergency, leave the terminal." that message disappeared after five minutes and it is not clear whether anyone did leave the terminal because of it. police are investigating a case where hackers changed an electronic sign to show derogatory messages about lapd. homeland security secretary. appears before the senate homeland security after a hearing supposed divisions on immigration bills. republicans argue that it does too little on boarder security

yesterday. remember the winds we talked about hanging out in the hills of the east bay and north bay, they kept the temperatures up at 16 degrees warmer and 20 in napa and 13 in santa rosa and novato, if you are waking up in those areas you wake up in the 60's. santa rosa is 65, and novato, 61, and you can see 50's until you get to the coast at half moon bay with the cloud cover and the quarter-mile visibility to the mid-40's. mount tamalpais is show how clear the air is this morning. we are going to have a spread of 45 to 62 and clouds are at the coast all day and 61 there to 76 inland with noontime temperatures and the spread at 4:00 is 57 to 82 and pleasant around 7:00 at 54th at coast and 71 inland. temperatures tumble tomorrow and, again, on thursday, and we will see more sunshine and slightly warmer on friday and into the weekend and i will have the weekend forecast.

i...i mean, you...love. >> covering walnut creek, burlingame and all the bay area this is abc7 news. >> it is 5:14 on this tuesday morning. the national transportation safety board opens a hearing on the boeing 787 dreamliner batteries and problems with the battery system led to a fire aboard one plane and smoke in another plane. investigators are looking how regulators and boeing tested and approved the 787 cutting edge battery system. they also want to know if the government gives too much authority to aircraft makers for safety testing. the f.a.a. has approved a fix for the battery problem. >> investors will watch how tarnished is apple's shine?

they are releasing the latest quarterly earnings and most picket disappointing results. apple's stock has plunged from $700 to $390 last week. apple has not released new products and sales have been mediocre but expectations are so low apple could surprise wall street and begin a turn around. >> bill that could impose sale taxes on online purchases clear add hurdle. the senate votes 74-20 to take up the bill to give states the authority to require online retailers like amazon to collect state and local sales taxes. if support continues, the senate could pass the bill by this week. california and eight other states already have laws that require online retailers to collect taxes for internet purchases. >> netflix is coming back after house of cards.

it was yesterday and 50's will become more the norm. eventually the clouds will take a right-hand turn and spill into the bay the next couple of nights and that will help intensify the cooling trend for the rest of us. today, it is just a high pressure moving to the east and we are barely on the tip of this remain wither than average weather and while we are in the low-to-mid 80's in the south bay with santa clara and milpitas at 82, headed up the peninsula we drop to 75 in san mateo and 72 in millbrae and low-to-mid 60's along the coast with near 70 in downtown and south san francisco and upper 60's and same if sausalito and 78 in san rafael and petaluma, and low 80's for the rest of the north bay valley and low-to-mid 60's with increasing clouds in the north bay beach and mid-70's to low 80's along the east bay shore and we will have low-to-mid 80's in the east bay valley but, still, another nice night to be at at&t park but not so calm or as warm as yesterday.

brake lights. >> we continue to follow breaking news from libya this morning after a car exploded outside the friend embassy. it happened in tripoli. so far two french guards are the only ones hurt in the car bombing. this picture shows the damage to the building, if intentional the first major terrorist attack on a diplomatic compound since the attack on the outpost in benghazi that claimed the life of bay area native and ambassador chris stevens in september. so far, no one claimed responsibility for this morning's attack. >> more than a week after the boston marathon bombings, businesses and residents will be allowed back in around the site of the attack. investigators are learning where the suspects got their bomb making know how. we go to abc7 news reporter for the latest. >> good morning, the charges that were filed against the surviving bombing suspect have given us extraordinary details of how this attack was carried

out. this morning, officials are still searching for answers on why. >> this morning, the accused teen terrorist behind the boston bombings has the right to remain silent formally charged with using a weapon of has destruction. authorities say the 19-year-old dzhokhar tsarnaev, wounded in the neck with limited ability to speak has started to answer questions. reportedly telling the agents he built the bombs from the internet with no direction from terrorists overseas. >> these are victims who may have some connections overseas but the primary radicalization is in places like the united states. >> still, authorities believe the attack may have been inspired by al qaeda, and the preachings of road dallas jihadist al-awlaki. investigators are focusing on his older brother kill on thursday night as the possible brains behind the attack. of particular interest is his trip to russia last year. a neighbor said he runs more extreme.

he has a gunshot wound to the throat. he is very alert and been cooperative and answering mostly in writing and in nods. officials are saying they are not getting a lot of information from him as to why he did what he did but they are lending at least at this point that there are no alleged ties to other terror networks and they think this is a relatively isolated case of islamic extremism. >> it is now 5:34. the bay area boy injured in the bombings is getting tremendous encouragement from friends and classmates. ♪ you got a friend in me ♪ you got a friend in me >> those are aaron hern's classmates with a video get well card they posted on youtube. a teacher came up with the idea and the school gave the kids time to shoot it. aaron hern has had high profile well iners including first lady

site. cornell bernard has more on the objections. >> like you said, the first new school to open in burlingame in more than 50 years but many neighbors are not exactly happy about today's ground breaking saying the area is not safe. the school was built in the 1930's and it became a buddhist temple in the 70's. the district bought back the property recently to make room for new students flooding into the district. neighbors are fighting the plan and have gone to court and they say the school is on a dangerous road with lots of blind curves and few sidewalks and unsafe if kids. >> lot of blind spots in areas where it is scary to push the controller, and you can see no sidewalks. >> i have seen horrible things as a surgeon with children and

trucks or automobiles going too fast around blind curves. >> we need the space. we are busting from the scenes. >> a group of neighbors who are suing want a full environmental study done before the school can open. the district plans to widen the street in front of the school do make room for more cars that will drop off kids. a traffic study commissioned by the district found no safety issues, and the cool will re-open next year. we have developing news from oakland, police are in a sand off with a shooting suspect who barricaded inside a home. it is happening on 65th avenue in east oakland. the suspect has been in a stand off since 10:30 lat night after a shooting on 90th avenue. the victim in the shooting was taken to the hospital with non-life threatening injuries.

>> the highway patrol is boosting their presence in oakland, and the c.h.p. has been patrolling oakland two day as week since november. the contract was set to expire on friday but the c.h.p. and the city have reap add new deal to continue the patrols and expand them to four day as week the city council will vote on the deal at the may 7 meeting. abc7 news reporter amy hollyfield will have more on the patrols at 6:00 a.m. >> bart service is expected to be back to normal this morning after a woman was rescued off the tracks. this happened in san francisco. it is not clear how the woman ended up own the tracks at the 24th mission street station but when a train approached, she rolled under the platform to avoid being hit. firefighters cut power to the third rail and the woman managed to squeeze through a small gap between cars to get free. she was taken to the hospital with only a bruised knee. >> bicyclists waiting to go crooning the guantanamo bay on opening day have to wait. only two-thirds of the new

pedestrian walkway and bicycle lane will be accessible by labor day weekend and the planned opening of the new span. the remaining third of the bicycle lane now cannot be removed until car traffic is on the new span. caltran estimated it will be the summer of 2015 before bicyclists and walkers pedestrians, can make it all the way to the island. >> you walk and you bicycle today on places other than the bay bridge so what will it be like? >> yesterday, i went for a ride and i try to stay under the trees, in the shade. >> absolutely. shade is good. a lot of water. if you are going to be exerting yourself outside in the sunshine because it could feel 10- to 15-degrees warmer when you are in that sunshine. here is a look at our satellite and our radar this morning, you can see that offshore wind that brought us the record temperatures yesterday. that is starting to wayne just a little bit. you can see the clouds at the

go to abc7 news/see it on tv. >> eight people connected to a san jose moving company have been charges in the keep that the prosecution says involved holding customers' furniture and other personal belongings hostage. the prosecution says the men and women who lured customers with low ball quotes and held their belongings hostage until they paid more money. the moving company went by several different names since 2004 including asap, relocations, and america's best movers were among them. the office is now empty. one of hundreds of victims had an initial quote of $240 ended up being nearly $1,000 after the foreman kept taking on fees for packages and materials and hours. >> you are trapped because you have to get out of the old apartment, you took time off if work, i had to go back do work, and this move had to be done

will show you what is going on. as the temperatures build through the weekend so do the giants and now they have reached the height yesterday. speaking of the peaks we are looking down from mount tamalpais and it is bouncing and the winds are hanging out through the north bay mountains and you can see it bouncing. the record high was 91 in santa rosa and 89 in san rafael and oakland, downtown, 87 at the airport, 85, and sfo was 83 and in mountain view, 88 degrees. right now, live doppler 7 hd shows it is quiet this morning and we will go back to the view to show you how it is hazy and we do have high pressure over us and that is going to bring us warm temperatures but no record highs today. we will have more clouds, cooler weather will spread past the coast where it is stuck today into more of the neighborhoods and we will get to the weekend which will be mild to dry if not warmer. we are going on a roller coast with record highs dropping down through the middle part of the

week and warming up headed to the week. a beautiful picture of mount diabolo and the bay from sutro towers and mid-50's san francisco, and walnut creek is 60 and palo alto and mill valley hanging around at 50 degrees. we will talk about what is going on, the southern subject, you will see clouds along the coast and a break of sunshine from time to time and eventually this will make the turn through the golden gate bridge starting tomorrow and into thursday. that is why those two days are the coolest this week. low-to-mid 80's in the south bay with santa clara and milpitas and sunnyvale at 82 degrees and wooded with is 79, and 80 the neighborhood to the south in palo alto and millbrae low-to-mid 50's with upper 60's in downtown and south san francisco and sausalito and clouds make it to the north bay beaches with low-to-mid 60's but inland upper 80's and mid-80's in napa. upper 70's to low 80's throughout the east bay shore and hayward is cooler at 76 and as we head into the east bay
